 Councillors to Attend Conferences

Office of the Chief SecretarySt Helena will be represented at the 39th British Islands and Mediterranean Regional Conference in Gibraltar which takes place from 11 to 15 May 2008. The Island will also be represented at the Pre Overseas Territories Consultative Council in the Turks and Caicos Islands.

Councillors Eric Benjamin, Chair of the Education Committee and William Drabble, Chair of the Public Health and Social Services Committee will attend the Gibraltar conference on St Helena’s behalf.

 UK Tells Overseas Territories To Improve Financial Regulatory Standards

May 5, 2008 -- The United Kingdom retains responsibility for 14 Overseas Territories, 11 of which are permanently populated and which choose to remain under British sovereignty rather than to become independent states. The Territories are a diverse group, including Bermuda, home to 65,000 people and a major financial centre, and St. Helena, one of the most isolated populated islands in the world and reliant on UK aid.

While the Territories are a UK-wide responsibility, the Foreign and Commonwealth Office ("the Department") is the lead Department for coordinating UK Government policy for the Territories. The Department for International Development (DFID) coordinates development assistance, focusing on the three Territories of Montserrat, St. Helena and Pitcairn.

 A MODERNISED CONSTITUTION FOR ST HELENA, ASCENSION AND TRISTAN DA CUNHA

Office of the Chief SecretaryIn 2005 a draft new Constitution of St Helena was prepared. It would have introduced a system of ministerial government. But the people of St Helena rejected that proposed change in a consultative poll. In doing so they also rejected a great deal of potential improvement that had nothing to do with ministerial government.

The present Constitution of St Helena dates from 1988. It is in many respects outdated or inadequate. The United Kingdom Government firmly supports the enhancement of good government and fundamental rights protection in St Helena in the coming years, which will be of great importance to the development of the island. The United Kingdom Government is therefore considering with elected St Helena Councillors replacing the 1988 Constitution with a modernised Constitution. The objective is to arrive at a new Constitution that will better serve St Helena and that is acceptable both to St Helena and the United Kingdom. The process will of course involve public consultation.

 EXCO REPORT 22nd April 2008

Office of the Chief Secretary This was my tenth EXCO meeting and was by far the longest, lasting from 9.30am until 2 pm. The reason for that was the substantial nature of much of the business. Councillor Reid deputised for Councillor Drabble who is representing us abroad. There were no members of the public present and so the open part and the closed part of the meeting consisted of only the members and officials.

The first paper covered an interesting and controversial topic. It was designed to begin discussion on the possibility of some kind of Price Commission. Councillors always find discussion of the cost of fuel, electricity, the RMS, Cable & Wireless and such like, very difficult. On the one hand nobody wishes to approve any increase in cost of goods and services to the electorate, on the other hand there is a responsibility to balance the budget and provide a thriving economy where the vulnerable can receive protection and care. I have witnessed this dilemma a number of times over the past few months, and it seems that some kind of independent body, that makes clear recommendations, or even decisions, on some of these issues, could be a sensible way forward. Garth Armstrong, who was advising us on our economy recently, prepared a very useful paper on the topic of Fuel Pricing and the possibility of setting up this kind of Authority.

 Activities in Southern Africa

Office of the Chief Secretary Business continues in Southern Africa and beyond with the appointment of Commercial Representative, Adam Kossowski on a one-year contract. Adam will continue to manage various ongoing investment interests and business enquiries for St Helena and looks forward to the year ahead.

He said: “I am honoured that the St Helena Government and St Helena Development Agency continue to entrust this representative role to me, and feel that at this time the opportunity to attract sustainable investment on St Helena will be very much in line with the finalisation of the air access process. Something I look forward to being part of in realising the investment potential this will bring to the island.”

The St Helena Government and the St Helena Development Agency recently awarded the contract and Adam will continue to focus on his main responsibilities with promoting St Helena as a tourism and investment destination while also providing information and related support to heads of departments in their various capacities, where needed.

EXCO Recommend Major Development Project for St Helena
During an Executive Council session held on Tuesday 22nd April, Councillors were unanimous, after one minor addition, in recommending that the draft agreement between SHG and SHELCO should be signed by Governor Gurr when he is in London on 22nd May.

In speaking of the multi-million pound inward investment project, consisting of a high class hotel and golf course, Governor Gurr reported that “If we ensure that the project outlined by SHELCO comes to pass, then we will have an asset capable of attracting the most suitable tourists and providing well-paid jobs and increased prosperity throughout this island. Our primary concern with developments of this type is that the island must derive substantial economic benefit, and the course that we have adopted with SHELCO is forecast to do just that.”


Air Access Project - Development Permission
Since the period of 40 days mentioned in the Access Office Press Release of 5 May expires on a Saturday, comments will be accepted up until noon on Monday, 16 June 2008. Comments should be addressed to the Clerk of Councils, The Castle, Jamestown (email: cofcouncils@sainthelena.gov.sh) so as to arrive by that time.

In order to make the permission (if it be granted) effective, it is necessary for the Governor in Council first to make an Airport Development Order (''ADO'') under section 5 of the Airport Development Ordinance 2006. A formal notice of a proposal to make the Order will be published shortly, and the Ordinance provides a period of 28 days for public consultation before any Order may be made. Again, comments should be addressed to the Clerk of Councils. Further details will be given in the formal notice, which will appear in the Gazette and in both newspapers.
